IKONS ATN has participated in the final Structuring stage conducted by Grupo 2 Centro Occidente, collaborating directly with the National Infrastructure Agency. Among the main activities conducted by IKONS ATN were the coordination of the financial structure and the promoting strategies of the project that have been granted:

• Mulaló-Loboguerrero road concession, 100% Greenfield Project (32 kms, 12.2 kms of tunnels and 3.3 kms of bridges and structures) in Colombia, Department of Cauca, with a total investment estimated in US$882 million. Granted to a Colombian-Spanish groupin December 2014.
• In the aforementioned projects, IKONS ATN in addition, especially through its financial team, has participated actively in the revision and wording of specific clauses, in conducting the value for money studies through the public-private comparator, provided comments on contract drafts and in the interaction with IADBders in what is related to Q&A concerning the different versions of the contract, and in the direct promotion of the projects among international investors.

• In the aforementioned projects, IKONS ATN in addition, especially through its financial team, has participated actively in the revision and wording of specific clauses, in conducting the value for money studies through the public-private comparator, provided comments on contract drafts and in the interaction with IADBders in what is related to Q&A concerning the different versions of the contract, and in the direct promotion of the projects among international investors.

In el Salvador, IKONS ATN developed analyses at a prefeasibility level, which included financial modeling, risk analysis, value for money multicriteria analysis and technical-legal due-diligence, for the concession of the Monseñor Óscar Arnulfo Romero y Galdámez International Airport in El Salvador, with a total investment estimated in US$495 million.

In Peru, IKONS ATN, commissioned by the Business Finance National Fund (FONAFE), concluded the comprehensive structuring of two central hydroelectric generating projects, with a total investment estimated in almost US$200 million, in November 2014. Currently, both projects are in the final study stage in order for them to go through their tender processes.

Provided consultancy to UNIDO (United Nations Industrial Development Organization) on the design of the gas supply with renewable energies and organization and preparation of the study material and training of 180 people for the project: “Generation and Distribution of Renewable Energies Based on the Modern Energy Services: The Case of Youth Island, Cuba”. Cuba.

In Colombia, IKONS ATN provided consultancy services to the Ministry of National Defense to back the Public-Private Comparison Analyses in order to develop an entertainment center for a BELL 212 Helicopter Flight Simulator for war pilots (simulator, building and facilities for a total US$25 million). As such, a risk workshop was given, a financial model was developed and the base case of the reference public project was established.

Provided consultancy services to Empresas Portuarias de San Antonio y Valparaíso in order to define an incorporation sequence for Great-Scale port infrastructure, a systematic multicriteria analysis properly justified, based on the social feasibility and financial feasibility traditional criteria; as well as other relevant criteria such as, expected impacts at environmental, economic and urban and social development levels in the local comunities, the intra and inter port competition levels and the financial impact that the Project may represent for the Treasury Department. The review of literature on socioeconomic assessment methodologies was conducted aimed at determining size and optimal location, development and application of the multicriteria analysis methodology in order to place the project in San Antonio or Valparaiso.

Provided support to the IADB, with the institutional and financial analyses to implement a project, estimated in US$3200 million, of more than 3000 kilometers. Such project joins the city of Puebla in Mexico with the City of Panama, Panama, terrestrially, thus joining 7 Mesoamerican borders. In order for the above to occur, it was necessary to consult literature related to an international incorporation project, prepare institutional proposals for the Agency, and develop financial models which in conjunction with tolls and payments from the governments would allow to conduct the Corridor. A value for money analysis was revised and discussed in order to analyse the convenience of implementing the projects through a PPP.

Developed an institutional regulation proposal for concessions in Senegal through the APIX and the World Bank Institute. To such end, a diagnostic of concessions’ regulation manners in their technical and economical aspects and depending on its application to highways under concession with Dakar Thies tolls was prepared in order to word guidelines for the regulation and supervision by the APIX.tr

Prepared a comprehensive methodology that uses the efficiency principles within a context of integration projects among countries for Corporación América. Revised input-product methodology, general balance models, international public goods models, real and multicriteria options.

Conducted the prefeasibility study, through the European Bank for Reconstruction and Development/EGIS-BCEOM, in order to structure a tunnel over the Dnipro River, including a Public-Private Comparator and application for the financial modeling, risk analysis and the estimation of base costs and payments on availability for the concession project, whose investment was estimated in US$1500 million. The activities conducted were: leading a work team and the development, as team leader, of the Comparator and risk analyses and financial modeling.

Provided consultancy services to the Regional Government of Coquimbo, Fourth Region of Chile, on the feasibility study for the development of the Regional Theater La Serena through a municipal concession commissioned by Gore Region IV. The study involved conducting a market study, demand analysis, willingness to pay, dimensioning, investment estimation, financial model, transaction scheme study, risk analysis, and bankability elements aimed at the structuring of a management model for a PPP concession.

Provided consultancy services to the National Council of Concessions on the design and assessment of a comprehensive concessions program. As such, developed a manual of processes and procedures, a financial modeling manual agreed on with multilateral organizations (BCIE) and private banking institutions, a sectoral project portfolio and training programs for a service concesion modality.

IKONS ATN participated as investment banking institution and financial structurer, for the Railways of the State of Chile, for the incorporation of private capitals in the long term to the development of railway infrastructure, especially through the structuring of railway infrastructure rendering contracts (CPIF) and the signaling, electrification and communications contracts (SEC). The SEC Project was a Public-Private Partnership Modality whose objectives were the construction, restoring, and maintenance of the communications systems, electrification and signaling of the railways. The contract is in its operating stage, and obtained financial closure for financing the value of the projects’ investments.

In Chile, IKONS ATN provided consultancy services to the National Oil Company (ENAP), by participating in the structuring of the BOT business for the RPC, subsidiary of the National Oil Company (ENAP), in two projects (i) electric and steam energy generating and (ii) Construction of a Hydrogen Plant. Along this vein, the BOT business was developed with a private participation scheme, economic and financial modeling, risk analysis, elaboration of the Investment Prospect, Prequalification Bases, Administrative Bases, Operating and Maintenance Contract Proposal, Road Show and assistance during the stages of the prequalification and IADBdings background assessment.

Provided assistance to the National Copper Corporation (CODELCO), within the framework of a contract with Chuquicamata’s División Norte, participating as structuring consultant on the DBOT design of the Construction and Adduction of the Pampa Puno (US$60 million) and Ollague (US$40 million) Plants for the supply of industrial water. The Works included the design of the business and private participation scheme, economic and financial modeling, risk analysis, Investment Prospect planning, Prequalification Bases, Administrative Bases, Operating and Maintenance Contract Proposals, Road Show and assistance, during the stages of the prequalification and offer background assessment.
