Program to Promote Public-Private Partnerships in Mexican States (2007-2015 – PIAPPEM) promoted by the Inter-American Development Bank (IDB) to provide technical, institutional and legal assistance to Mexican states in PPP.
Description of professional services:
PIAPPEM has provided technical assistance in the structuring of projects in the states of Guanajuato in the southern bypass of Celaya, the road maintenance program, the Guanajuato San Miguel de Allende highway and the Salamanca León highway. In Chiapas: maintenance of the highway circuit, the Tuxtla Gutiérrez Villaflores highway, the water treatment program and a wind power generation park. In Tabasco, public building infrastructure projects, the maternal and child hospital in Campeche, the drinking water system in Tulum, the southern bypass in Oaxaca, and the museum of culture in Yucatán, as well as 2 hospitals. Total investments amount to more than USD 1.1 billion. The transaction corresponding to the Museum of Culture of Yucatán obtained the Partnership Award 2012 and recently the Deal of the Year award for Global Finance 2013. In addition, it has collaborated in assistance to the PPP Law, the regulations and the guidelines at the federal level and collaborated as direct support of the States of Guanajuato, Chiapas, Yucatán, Campeche, Oaxaca and Quintana Roo in the preparation, creation (adaptation) and study of their legal frameworks for the development of Public Private Associations (PPP) in the form of PPP laws, concessions and contracts for long-term service provision projects.
