Study that proposes the structuring of the PPP modality for transmission projects in Mexico. The study has been prepared for the United States Agency for International Development (USAID), by IKONS ATN, within the framework of the Program for Low Emission Development of Mexico II (MLED-II Program) and supervised by Tetra Tech ES Inc., under the contract “AID-523-C-16-00001”.
Description of professional services:
The experience adopted in 6 countries (USA, UK, Guatemala, Brazil, Australia and Chile) for the development of their transmission networks is reviewed, within the framework of the consultancy “Contractual models that allow private participation in the provision of of the public transmission service within the framework of the Energy Reform in Mexico ”commissioned by the Ministry of Energy (SENER). For each of the countries, the basic characteristics that guarantee the operation of the electricity market are identified, the expansion processes that are executed to determine new transmission lines, the way to remunerate the transmission facilities and projects, the financing schemes that make viable projects, and the legal framework that provides the necessary guarantees to the actors involved. Additionally, the transaction model, a standardized PPP contract, risk analysis and financial and accounting aspects and an institutional proposal for the short, medium and long term are developed.
