Project description:

The project consists of the design, construction and financing of a new prison and the provision of maintenance, cleaning, food, laundry and sale of warehouse items. The establishment consists of two parts, on the same premises, although with different functions: a building for the admission and classification of people who are processed with prison and a unit for the accommodation of persons deprived of liberty. Both are exclusively for men of legal age. The unit for persons deprived of liberty has medium security and is made up of common areas and dormitory modules. The common areas include administration, income control, several spaces for visits with a combined capacity for a thousand people, medical attention, services (kitchen, laundry, etc.), as well as places for the socio-educational, labor and sports development of the inmates. The bedroom modules are designed to house inmates at night and to have spaces for daytime activities, including dining rooms, sports courts, multipurpose rooms and infirmaries. Roofed spaces of more than 45,000 m2 are considered, with 14,000 m2 free areas (patios, sports fields) to be built on a 15-hectare site.

Description of professional services:

Development of a public-private comparator methodology, financial modeling and risk analysis, and an application for the Unit for Persons Deprived of Liberty in such a way as to verify value for money. The project was awarded in January 2014.
